Sealed proposals will be received by the undersigned at the receiving area of Canaveral Port Authority, 445 Challenger Rd., Cape Canaveral, Florida 32920 (Receiving Area is in rear of building and will be manned week days from 8 a.m. to 12 noon and from 1 p.m. to 5 p.m.

2:00PM-EST, April 16, 2008 at which time and place the bids are publicly opened and read aloud. For Instructions to Bidders and a location map please visit our website –
(http://www.portcanaveral.org/general/bids.php). Estimated project cost is $800,000 –
$900,000; not including alternates if any. The Work is generally described as follows: Construction of east and west baggage scanner buildings at Cruise Terminal 10.
All work performed shall be in accordance with the Contract Documents pertaining thereto, by a Florida Licensed General Contractor and/or specialty contractor and may be examined at the office of
CH2M HILL, 445 Challenger Rd., Suite 130, Cape Canaveral, Florida 32920 starting
March 17, 2008. Positive efforts shall be made by the successful bidder to utilize small businesses, minority owned firms, and women’s business enterprises as subcontractors, suppliers and vendors.
Copies of Contract Documents may be obtained March 17, 2008 and thereafter at the office of
CH2M HILL upon payment of $150.00 (company check or cashier’s check only) for each set which amount will not be refundable.

Escorted site visits are at 1:00 p.m. on March 26, 2008 and April 2, 2008 only. All site visits must be pre-approved via a facsimile sent to Engineering at

A certified or cashier's check on a national or state bank or a bid bond in a sum not less than five percent (5%) of the amount of the base bid, made payable to the Canaveral Port Authority, shall accompany each proposal as a guarantee that the bidder will not withdraw from the competition after the opening of proposals. In the event the contract is awarded to a bidder, Bidder is required to furnish a Public Construction Bond before entering into a contract. Failing to do so may result in the Owner retaining the bid bond for liquidated damages. Proposals shall be prepared, addressed and submitted in compliance with instructions as set forth in the Contract Documents.
The Owner reserves the right to reject all proposals with or without cause, to waive technical errors and informalities, and to accept the proposal that best serves the Owner.

PROFESSIONAL SERVICES NOTICE
DESIGN SERVICES FOR CRUISE TERMINAL NUMBER 8 EXPANSION (#RFQ-08-001)

The CANAVERAL PORT AUTHORITY (CPA) is requesting technical proposals and qualifications from consulting firms interested in providing architectural and engineering Design Services for Cruise Terminal Number 8 Expansion for Port Canaveral and to provide technical support to staff at Port Canaveral - located in Brevard County, Florida. These services will be acquired in compliance with the Consultants Competitive Negotiations Act, Florida Statutes 287.055. The A & E consulting firm will be required to display a recurring knowledge of Cruise Terminal design for commercial seaports. Canaveral Port Authority will provide Program Management and Conceptual Design at a 15% level. The selected Consultant will provide design services with contract plans and services through completion of construction. This project has very specific requirements for cost and completion of construction. The Consultant will be expected to meet these requirements.
MINIMUM CRITERIA
As a minimum, the firms proposing shall have at least ten (10) years experience in work of a similar nature with seaports. Consultant must provide references of at least 5 prior successful projects of a similar nature.
It is recommended that the firm have an office within reasonable proximity to the Canaveral Port Authority and/or demonstrate that they would be able to provide services in a timely manner.
PROPOSAL CONTENT
Each responding consulting firm shall provide six (6) copies of their proposal, giving detailed information on the following:
1. Firm history, location, capabilities, etc.
2. GSA Standard Form 330 or equivalent
3. Five (5) examples of previous experience with providing similar services in the recent past. Include a brief description of the work and individuals to be contacted with telephone numbers.
4. A list of services which would not be performed in-house and a list of consultants, which would provide these services for the firm.
5. A schedule of current commitments and the degree of completion of each.
6. An organization chart and other information which will be useful in evaluating the proposal service.
7. Outline of methodology for implementation of the proposed scope of work.
8. Resumes of key individuals to be involved in the various aspects of the project and an explanation of each individual’s role in the project.
9. Evidence of coverage with at least one million dollars of professional liability insurance.
10. Provide evidence that firm is licensed to do business in the State of Florida.
SUBMITTAL SCHEDULE
Firms desiring to provide such professional services to the CPA must furnish six (6) copies of their expression of interest to: Canaveral Port Authority, P.O. Box 267, 445 Challenger Road, Cape Canaveral, FL 32920. Attn: Jon O. Brazee, P.E., Chief Engineer, not later than 2:00 pm. June 20, 2008. Qualifications package will be available on or after, May 19, 2008 and must be requested by interested parties via the above contact information.
SELECTION PROCESS
A committee established by the Chief Executive Officer will meet to review and recommend for approval a ranking of qualified firms to the CPA Commission at their regularly scheduled meeting to be held at 2:00 PM on July 23, 2008 at which time selections will be established. The top ranked firms may be asked to make a presentation to the Commission at that time.
